CEQA Standards & Accreditation Criteria

Clear, consistent quality benchmarks for private education providers worldwide. CEQA’s Standards & Accreditation Criteria define the quality expectations for Tier 2–5 accreditation pathways (Institutional, Programme, Short Course/CPD, and Micro-Learning). Tier 1 National Higher-Education Accreditation operates under a separate statutory framework and is published independently by each National Framework Agency.

Purpose of CEQA Standards

CEQA accreditation is not designed to punish — it is designed to uplift, strengthen, and verify genuine educational quality through realistic, achievable and internationally aligned benchmarks.

1. Tier Alignment Matrix

To ensure clarity and consistency, CEQA applies the following tier standards.

2. Institutional Standards (Tier 2)

CEQA accredits institutions able to demonstrate legitimacy, responsible governance, and robust learner protection.

2.1 Legal & Organisational Legitimacy

Institutions must provide:

  • proof of legal registration;
  • clear ownership and leadership structures;
  • fit-and-proper directors;
  • transparent organisational policies.

2.2 Governance & Accountability

Institutions must maintain:

  • documented governance structure;
  • clear delegation of responsibility;
  • defined decision-making processes;
  • accountability for academic and operational quality.

2.3 Ethical Conduct

Institutions must operate with:

  • honesty and fairness;
  • non-discriminatory practices;
  • respectful learner engagement;
  • no misleading claims regarding outcomes or recognition.

2.4 Learner Protection Systems

All institutions must provide:

  • transparent pricing;
  • clear refund terms;
  • accessible complaints procedures;
  • secure handling of learner information.

3. Programme Standards (Tier 3 Programmes)

CEQA evaluates each programme to ensure learning is meaningful and well-designed.

3.1 Learning Outcomes

Programmes must specify:

  • what learners will know or be able to do;
  • how achievement will be measured;
  • required competencies and skills.

3.3 Relevance & Purpose

Training must be:

  • skills-based or knowledge-based;
  • designed for real-world benefit;
  • aligned with industry or community needs.

3.2 Structured Curriculum

Programmes must include:

  • logical sequencing;
  • appropriate depth and breadth;
  • defined learning hours;
  • reasonable workload expectations.

Guideline:

  • Short Courses (Tier 4): 80–200 guided hours
  • Micro-Learning (Tier 5): 4–80 guided hours

3.4 Programme Review

Providers must:

  • update content periodically;
  • consider learner feedback;
  • respond to emerging practices or regulatory developments.

4. Delivery & Learning Support Standards (All Tiers)

4.1 Delivery Models

Accepted modes include:

  • online;
  • in-person;
  • blended;
  • self-paced;
  • tutor-supported.

4.2 Learning Resources

Providers must offer:

  • sufficient learning materials;
  • clear instructions;
  • required tools/resources;
  • access to tutor support.

4.3 Accessibility

Training must be accessible to:

  • diverse learning needs;
  • varied learner groups;
  • reasonable support requirements.

4.4 Communication & Support

All providers must ensure:

  • clear support channels;
  • reasonable response times;
  • guidance for learners needing assistance.

5. Assessment & Moderation Standards

CEQA ensures assessments are fair, appropriate, and aligned with outcomes.

5.1 Assessment Alignment

Assessment must:

  • match learning outcomes;
  • be clearly explained;
  • be structured and measurable.

5.2 Fairness & Consistency

Institutions must show:

  • consistent judgements;
  • clear marking criteria;
  • non-discriminatory practices.

5.3 Evidence of Learning

Accepted assessment types include:

  • MCQs and written tasks;
  • practical demonstrations;
  • portfolios;
  • case studies and projects;
  • oral examinations.

5.4 Moderation Standards

Requirements:

  • internal moderation;
  • standardisation;
  • sample reviews.

Moderation expectations scale down appropriately for Tier 4–5 programmes.

6. Trainer & Assessor Standards

6.1 Trainer Competence

Trainers must demonstrate:

  • subject-relevant qualifications; or
  • 3+ years industry experience; or
  • CEQA-approved Recognition of Prior Learning (RPL).

6.2 Assessor Competence

Assessors must show:

  • understanding of assessment criteria;
  • ability to judge fairly;
  • knowledge of programme content.

6.3 Professional Conduct

All staff must:

  • model ethical behaviour;
  • support learners appropriately;
  • maintain confidentiality;
  • communicate professionally.

7. Marketing & Public Information Standards

7.1 Honesty & Transparency

Providers must:

  • describe programmes accurately;
  • display fees clearly;
  • provide learning hours;
  • avoid exaggerated or misleading claims.

7.2 Prohibited Claims

Providers may NOT state that:

  • employment is guaranteed;
  • qualifications are degree-equivalent;
  • programmes carry government recognition;
  • accreditation gives visa/immigration benefits.

7.3 Required Accreditation Statement

Every accredited programme must display:

“This programme is accredited by CEQA, a private-sector quality assurance body.”

8. Quality Management & Continuous Improvement (CQI)

8.1 CQI Requirements

Institutions must:

  • conduct annual programme reviews;
  • collect and analyse learner feedback;
  • review assessment performance;
  • update training materials as needed.

8.2 Staff Development

Providers should:

  • encourage CPD;
  • maintain trainer knowledge;
  • ensure assessment consistency.

8.3 Evidence-Based Improvement

CEQA reviews:

  • how feedback is used to improve programmes;
  • updated policies and procedures;
  • trainer development activities;
  • curriculum evolution and enhancement.

10. What CEQA Accreditation Does NOT Mean

For legal clarity, CEQA accreditation:

  • ✖ is not government accreditation;
  • ✖ does not make qualifications degree-equivalent;
  • ✖ does not imply national qualification status;
  • ✖ does not guarantee employment;
  • ✖ does not give immigration or visa benefits.
